1.0  GENERAL 

The Portable Speed Control Monitor described herein is manufactured and distributed by A-T Communications, 101 Industrial Drive,  Junction, TX 76849, 325-446-4339.

2.0  DESCRIPTION

The ITCP SCM-240 Portable Speed Control Monitor employs state-of-the-art Light Emitting Diode (LED) technology and solid-state electronic design. Each LED pixel consists of a cluster of 16 ultra bright Amber   LED’s arranged in a 4 X 7 matrix to form a two digit display 19 inches high.  To deter vandalism the radar antenna is hidden within the display cabinet and is not visible.  The entire face of the display cabinet is protected by a high impact Lexan cover.

The radar utilizes the Doppler principal and is configured to report approaching targets only.  The transmitter operates in the K Band spectrum.

The trailer is constructed of welded square tubular steel and is coated with graffiti-resistant paint and has a solid deck of diamond plate aluminum.  The removable tongue is of square steel tubing and is equipped with a bulldog type hitch for a standard 2 inch ball.  Included are safety chains and a 4 pin trailer light connector.  The trailer is equipped with a rack on which the display/radar cabinet, mounting slots and storage cabinet for the speed limit signs, and solar panels are installed.  With this rack in its lowered position the trailer is streamlined and at minimum height for ease of towing.  When the rack is raised the solar panel is placed in position to receive energy from the sun and the speed limit sign and display is positioned vertically for viewing.  A lockable storage compartment is provided to store up to 8 speed limit signs.

The display, when in the raised position is a minimum of five feet above the roadway to allow visibility above barricades, median barriers, barrels and other traffic control devices, and to comply with the NCHRP-350 regulation.  

The display is equipped with an ambient light sensor that allows the internal CPU to adjust the screen’s brightness to automatically compensate for daytime or nighttime light conditions.  Primary power for the radar monitor is from batteries with solar cells to keep the batteries charged.  The solar cells provide sufficient power to allow the radar and the LED’s to operate at full brightness during the daytime and at the same time charge the batteries for nighttime use.  The unit incorporates 6 golf cart style batteries and a 70 watt solar panel to sufficiently power the unit to operate for a minimum of 30 days without recharging.  An internal controller regulates the amount of current delivered to the batteries and prevents overcharging.  For extended life from the batteries a LVD (low voltage disconnect) feature will shut the unit off when the batteries are 80% discharged.  A vented weatherproof aluminum cabinet houses the LED display modules, electronics and radar, and is able to withstand most harsh outdoor environments.  It is water resistant from rain and also able to withstand vibrations from uneven road surfaces.  To minimize damage from objects striking the front of the display a panel of high impact Lexan covers the entire front surface of the display and radar antenna.

Violator Alert

The monitor incorporates circuits to cause the display to flash rapidly when an approaching vehicle is detected at a speed exceeding a selected threshold.  The color of the flashing display is amber only, to conform to MUTCD standards.

Maximum Speed Cutoff

A maximum speed cutoff feature is incorporated to prevent, "High Speed Test Runs".  The Speed Threshold setting determines the maximum speed that will display. Target returns exceeding the Speed Threshold by 25 mph or more will automatically be blanked out.

4.0   OPTIONS

Electronic Speed Limit Sign - The changeable Electronic Speed Limit sign eliminates the need for an array of static speed limit signs and simplifies setup when moving from one speed zone to another.

Theft Alarm - The SCM-240 can be equipped with a motion detection alarm, which will be activated should an attempt be made to move the trailer.  The audible alarm can be activated with a remote control.

Traffic Statistics Analyzer - The traffic statistics analyzer collects data utilizing pneumatic tubes and stores it for downloading to a PC for processing.  Software is supplied to perform statistical functions.

Axle Locks - Wheel lock to deter theft.

Color - The trailer is available in Gloss White or Safety Orange.

5.0 WARRANTY

The ITCP SCM-240 is covered by a one year limited warranty on all parts and workmanship.
